Site them where the panel gets direct sun for a good part of the day — under a hedge or a north-facing wall they will disappoint, and it is always the reason. Space them along a path rather than lining them up too closely; the effect is markedly better with gaps between pools of light. Wipe the panels clear a few times a season.
